Professor Panda did his M. Sc. from Banaras Hindu University in 1968. He got his Ph.D. (Fluid Dynamics) from Berhampur University in 1975 working with Late Professor S. P. Mishra of Utkal University, Bhubaneswar. Professor Panda rendered his active continuous services in Berhampur University for about three decades. During his tenure he taught to the students of  M.Sc. & M.Phil.(Mathematics) and M.Sc.(Oceanography) of the department of Marine Sciences. He acted as Head of the department of Mathematics, a Member of Senate & Academic Council during 1994-1996. He supervised 24 candidates(21 awarded and 3 submitted) leading to Ph.D. degree, 27 candidates to M.Phil. degree and one candidate was awarded D.Sc. degree. Professor Panda’s total publications on Fluid Dynamics, Numerical Weather Prediction, Mathematical Modeling of Physical Processes and Cyber Attack & Defence is 110. He completed 10 ( ten) Sponsored Major Projects funded by UGC, DST ( Govt. of India); Third World Academy of Sciences ( TWAS), Trieste, Italy; Asian Development Bank (ADB), Manila; Naval Research Laboratory, Washington DC, US; Office of the Naval Research International Field Office(ONRIFO), US and Office of the Naval Research Global ( ONRG), London, UK. Professor Panda acted as Visiting Professor at the Kiev and Moscow State Universities, USSR funded under UGC Exchange Program in 1986, and at the North Carolina State University Raleigh & Naval Research Laboratory Washington DC US in 2000 and 2005 funded by ONRIFO, US and ONRG, UK respectively. Also acted as Indian National Science Academy (INSA) Visiting Fellow at the Centre of Atmospheric Sciences, IIT, Delhi in 1999. Professor Panda has organised a cluster of Academic Programs ( both National & International) including UGC(Special Assistance Program) and DST (Program Advisory Meeting on Atmos. Science) as Organising Secretary, Course Director and Course Coordinator. He has been inducted as a Member of Subject Expert at the Apex Bodies of UGC, DST, DoS, DoD, NCERT and UPSC and at Selection Committees of both State and Central Universities of India. After superannuation from regular service from Berhampur University in 2006 he assumed the office of the Department of Mathematics and Computer Science as Founder Professor & Head at the Mizoram Central University, Aizawl during 2006-2007. Further he served as Principal of Orissa Engineering College, Bhubaneswar from 2007 to 2014. As President of Orissa Mathematical Society during 2015-2017, Professor Panda has contributed significantly for the cause of Mathematics Education in the State. Professor Panda is an Elected Fellow of the Royal Astronomical Society, London, Fellow of Indian Academy of Mathematical Modeling & Simulation. Presently Professor Panda has been associated with the Department of Mathematics Ravenshaw University Cuttack since 2015 as Visiting Professor/ Visiting Faculty and now  he is the State Director of National Children Mathematics Academy (NCMA), India for popularising Mathematics in Schools & Colleges.
